This Division is responsible for overall administration and management of the Ministry's Departments and supervision of the parastatals under its mandate.


Public Communications Office

This unit handles all publicity related matter of the Ministry. This includes production of communication materials such as newsletters, speeches, website content management, media liason etc.

Human Resource Management

The department is responsible for management of staff including identification and advising the  ministry on staffing requirements, preparation of payrolls , recommendations for promotions, succession management  and liaises with the directorate of personnel management on any personnel issues

The department is responsible for assessment of training and development needs within the ministry, recommends staff for further training, identifies training institutions, prepares training programs and mobilises resources for both group and individual training.

Central Planning Unit (CPU)

This division is responsible for formulation and management of the macro-economic policy matters pertaining to all the sectors the Ministry is charged with. This includes assisting departments to prepare short and medium plans in line with the Ministry?s mission. The Division is also responsible for the Monitoring and Evaluation of the implementation of all the Ministry's plans on behalf of the Permanent Secretary and in liaison with the Ministry of Planning and National Development.

Accounts Unit

The Accounts department is responsible for all accounting functions in the ministry including  provision of data for use in financial management, functional control of accounting staff including capacity building in liaison with the Accountant General Department, management and development of the accounting systems including issue of accounting instructions in liaison with the Accountant General, maintain an effective internal control system, preparation of annual accounts, replies to audit queries, briefs for Public Accounts Committee.
Finance Unit

The department coordinates all financial planning in the ministry in liaison with the Ministry of Finance to ensure financial policies and regulations are adhered to. It also provides leadership in the budgetary process in line with the Medium term expenditure framework.

Procurement Unit

This Division advises the Accounting Officer and respective heads of departments on all matters pertaining to supplies and material management in the Ministry. The section is responsible for effecting, implementation, upholding and maintenance of government policies on procurement procedures.

Information & Communication Technology (ICT) Unit

The ICT Unit, which was established in 2004, is charged with the responsibility of implementing the e-government strategy within the Ministry.

AIDS Control Unit

The AIDS Control Unit (ACU) is charged with the responsibility of mainstreaming HIV/AIDS into the Ministry's and the parastatals core functions.

Internal Audit Unit

The scope of work of the Internal Audit Department is to determine whether the risk management systems, control environment and governance processes, as designed and maintained by the relevant Officers, are adequate and functioning in a manner that ensures resources are adequately protected, used economically and effectively applied against stated objectives and priorities and all expenditure and receipts are dealt with in accordance with the governing legislation.

Transport Section
