DR. ARCH. GIDEON MUTEMI MULYUNGI, CBS

Architect Dr. Gideon Mutemi Mulyungi was appointed Permanent Secretary, Ministry of Public Works, on 4th October 2012 by His Excellency the President of the Republic of Kenya, H.E. Hon. Mwai Kibaki, CGH, MP. Prior to this appointment, he was the Works Secretary in the Ministry from April 2008 and Chairman of the Board of Registration of Architects and Quantity Surveyors of the Republic of Kenya, since November 2009. The Board registers and regulates professionals in the Built and Natural Environment. Dr. Mulyungi is a Fellow Member of the Architectural Association of Kenya and a Corporate Member of the Architects Association of Tanzania. He is also a duly registered Architect with both the Board of Registration of Architects and Quantity Surveyors of Kenya and the United Republic of Tanzania. He is also registered as an Environmental Impact Assessment and Audit Expert as a Lead Expert with the National Environment and Management Authority, (NEMA).

Born on 12th December 1968, Dr. Mulyungi graduated from the University of Nairobi with a Bachelor and a Master of Architecture degree, in 1993. Due to his exemplary leadership skills in various organizations, he was awarded a Honorary Doctorate Degree in Organizational Leadership in 2010. In the same year, he was awarded the Elder of the Order of the Burning Spear, (EBS), and in 2012, he was awarded the Chief of the Order of the Burning Spear, (CBS), both by His Excellency the President of the Republic of Kenya, H.E. Hon. Mwai Kibaki, CGH, MP.

Dr. Mulyungi is an experienced and an accomplished architect who has occupied various leadership positions in the Public Service, the Private Sector and Professional Associations, both locally and internationally. Before joining full time public career, Dr. Mulyungi served as a Director of the Board of Catering and Tourism Development Levy Trustees from 2002 to 2003, and a Director of the Board of Kenya Industrial Research and Development Institute from 2010 to 2012.

In Professional Associations, he served as the Chairman of the Architectural Association of Kenya, (AAK), from 2007 to 2009, after serving the Association in various other capacities, including chairman of the Chapter of Architects, before assuming the mantle of leadership of the umbrella Association. From 2008 to 2009, he served as the President of East Africa Institute of Architects, (EAIA), a regional body that he also served as Vice President and Secretary General from 2005 to 2007. Presently, he is the Vice President of the African Union of Architects, and a Council Member of the International Union of Architects.

At the helm of leadership in Professional Associations, Dr. Mulyungi spearheaded several programmes which propagated forging partnership with the government, with an aim of addressing the myriad challenges facing the construction industry in the country and beyond. During this period, the Association witnessed various high profiled key government appointments from its membership including himself. While serving as President of EAIA, Dr. Mulyungi established a taskforce to negotiate cross-border practice of architects, which culminated into the signing of a mutual recognition agreement in July 2011 between Kenya, Uganda, Rwanda and Burundi under the East African Common Market Protocol. Indeed, due to his exemplary performance in the industry, Dr. Mulyungi was elected to the highly distinguished class of Fellow Member of the Architectural Association of Kenya, the highest recognition in the profession.

In the Private Sector, and before his appointment to the government, Dr. Mulyungi was the Managing Director, Tectonics International, an Architectural consulting firm of Architects, which he founded in 2007. Previously, between 1998 and 2006, he was a Director at Tectura International, also an Architectural Consulting Firm of Architects which has practices in Kenya, Uganda, Tanzania, Rwanda, Botswana and South Africa.
